Damage Types

One thing I've been wondering about for a while now is how the Damage Types on quivers work. For example, the Quiver of Ice has a cold rating of 50%... But the quiver isn't even a weapon and doesn't deal damage! How does this work considering that the bow will have damage types of it's own attached to it? Are the bow's types completely ignored so long as the quiver is equipped?
