This program was established in 1999 as a way to sanction 3rd party applications for use with Ultima Online. It was discontinued[http://www.uo.com/cgi-bin/newstools.pl?Article=645] on June 18, 1999. The likely cause was a burden being placed on developers to review and accept programs.
