[[Image:Red_soulstone.png|frame|Red version.]]
A '''Soulstone''' is an item in which a character can store a single skill, then later transfer that skill to another character '''on the same account'''.

==Types==
*Green Soulstones were originally available as a promotional item for pre-ordering [[Ultima Online: Samurai Empire]] and have returned as a [[Legacy Token]] reward option.
*Blue Soulstones were available as a promotional item for pre-ordering [[Ultima Online: The Eighth Age]] and entering the promo code until January 28, 2006[http://www.uo.com/cgi-bin/newstools.pl?Article=9342 ].
*Red Soulstones are available via first year [[Veteran_Reward#1st_Year_Rewards|Veteran Reward]] choice.

All Soulstones can only be used with the first account to have held them, but the first two types were distributed in the form of tokens - These tokens can be given or sold to other [[player]]s before redeeming them for the actual soulstone itself. Red soulstones are not awarded as tokens and thus cannot be traded or sold to another account.

Redepmtion codes from Samurai Empire and Eighth Age no longer work, but tokens already redeemed from those codes will still produce a usable soulstone when used.

While Soulstones have an unlimited number of uses, there are also [[Soulstone Fragment]]s in 5-charge and craftable, single-use varieties.

==Use==
A player may only use a Soulstone in a safe log-out location, such as an inn or house that you own or are accessed to. You must wait a certain amount of time after leaving combat to use a stone. Using the stone means storing and then claiming a skill from it or storing and then removing a skill by flushing it from the stone without absorbing it to a character.

If a player would like to transfer a skill from one character to another, he or she must be sure that the skill stored in the soulstone or soulstone fragment does not exceed the skill cap on the target character. You '''cannot''' claim a stored skill if it exceeds your skill cap.

__NOTOC__ __NOEDITSECTION__
[[Ultima Online]] has 58 different [[Skills]] currently in game (and 1 removed) which determine the capabilities of your [[Character]]. You can expend up to 700 points between these however you desire. Though with each year of subscription you will gain an additional +5 towards your overall [[Skill Cap]] (stopping at 720).

In order to improve in a skill you simply carry out the associated actions. For example, if you wish to train as a [[Swordsmanship|Swordsman]], simply fight [[Monsters]] with a sword equipped. Likewise, casting a [[Fishing Pole]] out into the water is all it takes to become a better [[Fishing|Fisherman]]. Each skill is associated with certain [[Stats]], which are trained in the same manner.

You can usually pay [[NPC]]s for training up to a certain level. For example, visit your local blacksmith's shop and you should be able to learn some of their trade via their [[Context Menu]]s. You will be expected to pay for these services, of course, though the [[Gold]] requested is a pittance. The gold ammount is 1 [[gold|GP]] per 1/10 of skill with the highest ammount of skill costing 400 gold for 40 skill points.

Each skill has an individual cap of 100 points, though in some cases this can be extended by using [[Power Scrolls]]. It's also possible to boost the ''rate'' of your gains using a [[Scroll of Alacrity]], though these are a somewhat ineffective method when you consider their scarcity. A [[Scroll of Transcendence]], on the other hand, boosts your skill total directly.

[[File:Accelerated skillgain.jpg|frame]]The introduction of [[New Haven]] brought with it [[New Player Quests]], which offer tips towards training as well as [[Accelerated Skill Gain|accelerated skill gains]]. While the rewards are mostly trifles, some (especially the [[Crafting]] related items) are well worth keeping.

Of especial note is the [[Skill Tutor Statuette]] obtained by defeating the [[Dark Knight]], which provides details on whether a given action is too easy or difficult to provide a decent gain rate.

The [[Skill Menu]] can be used to select those you wish to improve in, those you wish to "forget", and those you wish to lock at their current level.
It will summon an [[Orc Brute]] when double-clicked. While the Orc Brute will defend the talisman wearer, it is not subject to normal taming commands (i.e., Stay). The talisman also comes with a random creature protection. There is a small chance that a talisman can be claimed with the [[Owned by]] property.

There is an ~1800 second (~30 mins) cool-down period between summonings. The talisman must be equipped for the timer to reset. If the talisman is removed before the 1800 seconds expire, it will resume at 1800 when next equipped.

Richwarf: /* Active Virtues */ fixed a typo

The term '''Virtue''' refers to the moral system of Ultima Online and to a game mechanic that grants bonuses for performing certain actions.

There are eight components of the virtue paradigm: [[Compassion]], [[Honesty]], [[Honor]], [[Humility]], [[Justice]], [[Sacrifice]], [[Spirituality]], and [[Valor]]. The game mechanic is accessed via the [[Virtue Gump]]. The philosophy behind the Virtues is opposed by the philosophy of [[Chaos]]; the individual virtues are opposed by a sin that is its opposite. Additionally, each virtue has a mantra that is usually of use at the respective [[Shrine]].
{{tocleft}}<br clear="all">
==Ultima Online Virtue System==
[[Image:Spirituality gump.jpg|frame]]
Most often, Virtue refers to the in-game system wherein players can perform certain actions based on or related to the Virtues, and achieve certain in-game powers. Only five of the eight virtues currently are active.

In the 2D client, the system is accessed by double-clicking the symbol at the very top of a character's [[paperdoll]]. For information on how to access the Virtue system in the Kingdom Reborn client, see [[Virtues Menu]].

For detailed information on each virtue, prerequisite, and benefit, see the following main articles:
===Active Virtues===
:*[[Compassion]]: ''A Heart'' (NPC escort quests / resurrect others with up to 80% full health)
:*[[Honor]]: ''A Chalice'' (Honoring then killing monsters / walk amidst monsters without being attacked)
:*[[Justice]]: ''A Set of Scales'' (Killing [[red]]s / increased [[power scrolls]] amounts)
:*[[Sacrifice]]: ''A Teardrop'' (Sacrificing [[fame]] / self resurrection)
:*[[Valor]]: ''A Sword'' (Kill [[champion spawn]] monsters / ability to activate and advance champion spawns)

===Inactive Virtues===
:*[[Honesty]]: ''An Open-Palmed Hand'' (inactive)
:*[[Humility]]: ''A Shepherd’s Crook'' (inactive)
:*[[Spirituality]]: ''An [[Ankh]]'' (inactive)

==Ultima Virtues==
Each of the eight virtues are derived from one or more of the following [[Principles]]: Truth, Love, and Courage. Each principle is in turn embodied by an item: [[The Book of Truth]], [[The Candle of Love]], and the [[Bell of Courage]].

All of these items have been seen in-game, or were dealt with at some point in the history of UO. The Bell of Courage was broken and then repaired through use of [[Blackrock]]. The Candle of Love is located under the winery in [[Yew]]. And while the Cavern of the Candle of Love is currently closed off, [[blessed]] candles that were lit by the Candle of Love are owned by some players and are seen from time to time. The Book of Truth is located in a chamber under the [[Lycaeum]], and can be seen by players.

Here is a popularly-used chart that states the mantra of each virtue, its associated sin, and the principles from which it is derived, along with other information (for example, one will need to know the associated color of Humility to accomplish the [[Cloak of Humility]] quest).
The mantras are occasionally used in-game, but the "Words of Power" have never been used. The Virtues in Ultima lore were also associated with certain professions, but those seem less important in UO's more flexible system, and thus have been omitted from the chart.

The Embodiment of the Virtues in the game is the [[Avatar]]. In the single-player Ultima games, the Avatar was the character being played. In UO, the Avatar is basically a mythical "Christ figure" who is referred to but is not seen. He was the "stranger" who slew [[Mondain]].

The relationship between the Principles and Virtues is sometimes explained this way:

* Honesty is respect for Truth ("that which, when you possess it, means all may rely on your every word");
* Compassion is Love of others ("the quality that compels one to share the journeys of others");
* Valor is Courage to stand up against risks ("that which answers when great deeds are called for" and "the cloak that protects the other virtues");
* Justice is Truth, tempered by Love ("that which should be the same for nobles and serfs alike");
* Sacrifice is Courage to give oneself in name of Love ("that which is loath to place the self above all else");
* Honor is Courage to seek and uphold the Truth ("that which shirks no duty");
* Spirituality is to seek Truth, Love and Courage from one's own self and the world around ("that which, in knowing the self, knows all");
* Humility is the opposite of Pride - the absence of Truth, Love or Courage ("That which serfs are born with, but nobles must strive to attain").

Humility was described in the single-player games as the foundation of the Virtues. Without it, the other Virtues will of necessity fall into Pride, and become meaningless. The demon attacks on the [[city]] of [[Magincia]] during the fall of 2007, based on events in the single player games, were a form of punishment for the city's Pride. For another example of the importance of Humility as expressed within UO, see the article on the [[Shield of Recognition]].
In [[Ultima Online]], '''Gold''' comes in several forms. The gold coin is the most prevalent and the primary [[Money|medium of exchange]]. Amounts of up to one million gold coins can be stored in [[Bank Check|check]] form, which can save space. It is acquired through a whole host of means:
* found as loot on most [[creature]]s;
* from [[NPC]] buyers;
* as an NPC [[Quests|quest]] reward;
* from [[begging]];
* in [[Treasure Chest]]s;
* from other [[Player Character]]s;
* from your own [[Advertising a Vendor|vendor]]; and
* from items you sell at [[auction]].

Since [[Publish 58]], 150 gold is 1 stone in [[Weight|weighed]], so a full stack of 60,000 coins are 400 stone in [[Weight|weighed]]. Gold coins initially [[Weight|weighed]] a fiftieth {1/50} of a stone (so fifty coins stacked together weighed a single stone).

==Gold Bricks==
Gold also comes in brick form. In this instance, [[Gold Bricks]] are a decorative [[artifact]] that can be found from doing [[Treasure Map]]s, by fighting a [[Leviathan]] that is brought to the surface with a [[Fabled Fishing Net]], or as part of the [[Paragon]] system in [[Ilshenar]]. While not common, Gold Bricks are not extremely valuable and are only good for deco.

__NOTOC__ __NOEDITSECTION__
[[Ultima Online]] has 58 different [[Skills]] which determine the capabilities of your [[Character]].

Richwarf: /* (MRmi) Mana Regeneration from Meditation and Intelligence */ Spaced it out to make it easyer to read as the 40 was above the +

{{tocright}}

[[Mana Regeneration]], frequently abbreviated as '''MR''', is the process that refills a character's mana pool with [[Mana]]. There are several factors that determine the rate of mana regeneration.

==Calculator==
{{Calculator|ManaPerSecond}}

==Introduction to Mana Regeneration==
First are skills and stats. Two skills directly affect your mana regeneration rate, these are [[Meditation]] and [[Focus]]. Your [[Intelligence]] is also a factor in regeneration.

The second determining factor is equipment, that is, items with the "Mana Regeneration" property. Currently, in-game items with this property have a intensity range of 1-3. Another consideration with equipment is whether or not you can "actively meditate" in the armor you are wearing. Items with the property tag of "[[Mage Armor]]" and items that are non-metal, will permit the wearer to actively meditate; armor other than these will cause you to fail in your active meditation attempt. If you are unsure if you current configuration is medable, then attempt to meditate. If you're wearing non-medable armor, you will receive the message, "Regenerative Forces cannot penetrate your armor."

Finally, the method of meditation has a huge effect on how fast you can regenerate mana. Passive regeneration, which means you are doing nothing out of the ordinary, slowly rebuilds your mana based on the first two factors. Active meditation, places you in a meditative trance, and as long as you are in that trance, you recover mana at an accelerated rate.

Mana regeneration is based on a 10-second period of time, all the remaining math will help you to determine the total mana regenerated over that 10 second period of time, and from there, you can determine mana generated per second.

The base regeneration formula is:
:'''MRt = MRe + MRf + MRmi'''
::* MRt is your total Mana Regeneration over a 10 second period of time
::* MRe is Mana Regeneration from equipment
::* MRf is mana regeneration from Battle Focus
::* MRmi is Mana Regeneration from Meditation and Intelligence

===(MRmi) Mana Regeneration from Meditation and Intelligence===
<math>MRmi=\lfloor2+\frac{(M*3)+I}{40}\rfloor\!</math>
* M = Meditation
* I = Intelligence
* <math>\lfloor{x}\rfloor</math> = The value ''x'' should be "floored," or rounded '''down''' to the nearest whole number.

If you have GM Skill level or better in [[Meditation]] you get a 10% bonus, making the GM+ formula:
{{Clear}}
<math>MRmi=\lfloor2+\frac{1.1*((M*3)+I)}{40}\rfloor\!</math>

Example: With 120 [[Meditation]] and 125 Intelligence...
# <math>MRmi=\lfloor2+\frac{1.1*((120*3)+125)}{40}\rfloor\!</math>

# <math>MRmi=\lfloor2+\frac{1.1*(360+125)}{40}\rfloor\!</math>

# <math>MRmi=\lfloor2+\frac{1.1*485}{40}\rfloor\!</math>

# <math>MRmi=\lfloor2+\frac{533.5}{40}\rfloor\!</math>

# <math>MRmi=\lfloor2+13.3375\rfloor\!</math>

# <math>MRmi=\lfloor15.3375\rfloor\!</math>

# <math>MRmi=15\!</math>

In the above formula, MR is the Mana Regeneration factor, this is the same as the intensity of an item with the Mana Regeneration Property, so items with a total of 12 Mana Regeneration will provide the same passive regeneration rate as 120 [[Meditation]].

'''The lowest or base Mana Regeneration rate is 2, which is the rate used when your avatar is wearing non-mage or non-medable armor'''.

Now, having the base MR rate from your [[Meditation]] skill, you can determine the active meditation rate by doubling the results before adding the base rate of 2, or for an avatar with non-GM level skill:

:'''Active MRmi=2+(2*([[Meditation]] * 3 + Intelligence)/40)'''

or for a GM or higher skill level:

:'''Active MRmi=2+(2*(1.1*([[Meditation]] * 3 + Intelligence)/40))'''

So for this example, our active rate would be 28, which we obtained by plugging in the numbers:

Active MRmi = 2 + (2*(1.1*(120*3+125)/40)) = 2 + (2*((533.5)/40)) = 2 + (2*13.34) = 2+26 = 28 (Remember to always round down)

===(MRf) Mana Regeneration from Battle Focus===
The other skill that effect mana regeneration is Battle [[Focus]], which is not effected by armor worn, and only works passively. The formula for Mana Regeneration for Battle [[Focus]] is:

:'''MRf = [[Focus]]/20'''

Example, an avatar with 120 [[Focus]] will regenerate 6 Mana Points every 10 seconds.

These rates are cumulative in effect, which means that an avatar with 120 [[Meditation]], 120 [[Focus]], and 125 Intelligence will regenerate 21 mana points per 10 seconds in passive meditation mode. In active mode, the same avatar would regenerate 34 mana points.

===(MRe) Mana Regeneration from Equipment===
Finally, items with the Mana Regeneration property directly add to the Mana Regeneration rate, so each point an item has on it, will increase the number of mana points regenerated over a 10 second period by that item's mana regeneration intensity. Example, an avatar with a Leather Tunic with Mana Regeneration 2, and Leather Leggings with Mana Regeneration 1, will have a base of MR 5 (3 for the items, plus the 2 from the discussion above) before adding in the MR rates from meditation, intelligence, or focus.

So to combine the examples we have, a mage with 120 [[Meditation]], 120 [[Focus]], 125 Intelligence, and the above listed armor, will have a passive regeneration rate of 26 points per 10 seconds, and an active rate of 39 per 10 seconds.

'''Equipment'''<br>
The most common equipment with the Mana Regeneration property are:
* [[Hat of the Magi]] - MR 4<br>
* [[Pendant of the Magi]] - MR 3<br>
* [[Rune Beetle Carapace]] - MR 3<br>
* [[Runic|Runic Crafted Leggings]] - MR 2<br>
* [[Runic|Runic Crafted Sleeves]] - MR 2<br>
* [[Runic|Runic Crafted Gloves]] - MR 2<br>
* [[Boomstick]] - MR 3<br>
* [[Crystalline Ring]] - MR 3<br>
* [[Dark Sapphire Bracelet]] - MR 2<br>

There is no cap on the amount of Mana Regeneration a character can have. However, the property is subject to "diminishing returns," meaning that each 1 MR added onto a suit will have less and less of an impact. It will always add something to a character's mana regeneration rate, but each 1 point will mean less and less.

The "hard cap" was removed, and diminishing returns introduced, in [[Publish 46]].

Publish 46 should be kept in mind when using the mana regeneration formulae on this page.

===Putting it All Together===

Finally, with the theoretical max intelligence identified as 168, this would give an avatar with this equipment, and 120 [[Meditation]], 120 [[Focus]], and 168 intelligence, a passive regeneration rate of 39, and an active meditation rate of 54 mana per 10 seconds.

So plugging this into the '''MRt = MRe + MRf + MRmi''' formula we come up with:

:MRmi = 2+(14.52), MRf = 6, MRe = 18

:MRt = 18 + 6 + 2+(14.52) = 40, passive rate and

:MRt = 18 + 6 + 2+(2*14.52) = 55, for active rate.

==Necromancer Forms==
The Mana Regeneration bonus that is imparted by assuming a [[Necromancy]] form counts towards your 18 MR cap for equipment. (So in the formula, if either of these forms apply, add them to the MRe value).

[[Vampiric Embrace|Vampire Form]] - 4 MR<br>
[[Lich Form]] - 13 MR

==Ankh Pendant & Mana Regeneration==
Wearing the [[Ankh Pendant]], characters who visit the:

* [[Honesty]] shrine and sat "Ahm" are granted a Mana Regeneration of +2 for one hour;
* [[Justice]] shrine and chant "Beh" are granted a Mana Regeneration of +1 and a [[Hit Point Regeneration]] of +1 for one hour, with a 50% chance to get one regeneration bumped up to +2;
* [[Spirituality]] shrine and chant "Om" are granted +1 for Stamina, Hit Point, and Mana Regeneration for one hour, with a 25% chance to get each regeneration bumped to +2; and
* [[Humility]] shrine and chant "Lum" are granted a random regeneration of +3 for one hour.

The bonus can only be activated once per day. A character only needs to wear the ankh while chanting at the shrine; it may be removed while maintaining the bonus.

==Imbuing==
The following resources are required to [[Imbuing|imbue]] the highest intensity of Mana Regeneration (2):
*5 [[Enchanted Essence]]
*10 [[Gem|Sapphire]]
*10 [[Seed of renewal]]
''“Monnnn-guhhhh-baaaatttt.” - Ancient meditative mantra''

[[Mana]], the powerful substance used in casting [[spells]] from [[scroll]]s or [[spellbook]]s, as well as in the practice of [[Inscription]] and execution of [[Special Moves]], is as rich as gold to any who use its power on a daily basis. The Meditation [[skill]] allows your [[character]] to increase the rate at which they [[Mana Regeneration|regenerate mana]].

Although simply having some ability in meditation is enough to improve your regenerative rate, you may also invoke the skill directly. If successful at active meditation then your overall regeneration rate will double, that is until you perform ANY action other then party/guild chat or are attacked. An [[Invisibility|invis'ed]] or [[Hiding|hidden]] character will be revealed if he or she actively meditates.

A character receives neither passive nor active Meditation bonuses while wearing non-[[medable]] armor unless it has [[Mage Armor]] as an [[Item Properties|item property]]. Many warriors instead take up the [[Focus]] skill, which has similar effects to Meditation but no armor-based limitations.

==Formulas==
According to a [http://uo.stratics.com/content/skills/meditation.php popular UO web site], a character's mana regeneration is governed by the skills of Meditation and [[Focus]], the [[Intelligence]] stat, and any Mana Regeneration items that are equiped.

The following Mana Regeneration formulas illustrate the rate of regeneration from Meditation and Intelligence. For a full discussion of the subject, however, please see the main article on [[Mana Regeneration]].

:Rate from Med & Int = 2 + (Meditation * 3 + Intelligence) / 40

If you have a skill of 100 or better in Meditation you get a 10% bonus, making the GM+ formula:

:GM Rate from Med & Int = 2 + (1.1 * (Meditation * 3 + Intelligence) / 40)

==table==
*table in the making*

==Training==
===Active===
Each time the Meditation skill is activated via macro or skill button you have a chance to gain.
===Passive===
Each time 1 mana is regenerated Meditation has a chance to gain. It is most effective to keep your mana constantly below maximum if you are actively trying to train Meditation. Movement is not necessary to gain - In fact, if you have a [[Cloak of Corruption]], the process is trivial.

'''Stat Scrolls''', or status enhancement scrolls, were introduced in mid-July of 2002 with [[Publish 16]]. They are obtained by defeating [[The Harrower]] or by use of the [[Justice]] Virtue. Upon consuming a stat scroll, your cumulative statistics cap will be raises by the amount on the scroll. For example, using a +10 scroll when at 225 stat cap will raise you to 235. You cannot combine 2 or more stat scrolls to reach the +25 maximum. There are 5 levels of Stat Scroll:
*A Wonderous Scroll of Power [+5 to Maximum Stats]
*An Exalted Scroll of Power [+10 to Maximum Stats]
*A Mythical Scroll of Power [+15 to Maximum Stats]
*A Legendary Scroll of Power [+20 to Maximum Stats]
*An Ultimate Scroll of Power [+25 to Maximum Stats]
[[Image:Statscroll.png]]

'''Vet Stats'''
You also gain +5 stats that is account wide when your account hits 6 mouths, This was only for people who used an item from AoS a long time ago and was changed. This does stack with the stat scrolls.

'''Caps'''
If your account is at or over 6 mouths then your cap is 255 (225base + 5vet + 25power)

In [[Ultima Online]], '''[[Player|player]] vs. player''' (commonly abbreviated '''PvP''') denotes player versus player [[Combat|combat]] of any kind. Most PvP is centered around the [[shard]]s of [[Mugen]] and [[Siege Perilous]], or the [[Felucca]] [[facet]] on regular servers.

==Terms==
Common terms in PvP are:
* '''Perma Red''' - An obsolete term, it refers to characters who were rendered permanently red because of the rule set in effect at the time ("bouncing" back and forth between red and blue status too many times). Perma Reds are no longer part of the game.
* '''[[Red]]''' - These are [[Murderer]]s, [[PK|Player Killers]] or [[PK]]s
* '''Perma Gray''' - Another obsolete term, it refers to a state thieves would be subject to after a successful steal. 'Perma gray' would only be lieften upon death. While a thief is perma gray, he or she would remain and appear gray only to the person they stole from. And while they would appear blue to everyone else except their victims, they would still be freely attackable by anyone without consequence. A common practice at the time this rule was in effect was to commit suicide intentionally to remove perma gray status. Others include tricking others into thinking you were perma gray in order to have them flag as [[aggressors]], often resulting in a guard whack. Perma grays are no longer part of the game.
* '''[[Gray]]''' - [[Criminal]]s, [[Stealing|Thieves]], players who have stolen from an [[NPC]] or player, or players who have helped a [[Red]].
* '''[[Blue]]''' - [[Innocent]] players and NPCs.
* '''[[Trammie]]''' - A pejorative used to describe characters who do not venture to Felucca and thus do not engage in PvP.

==Types of PvP==
There are also subtypes of PvP as well inside UO.
* '''[[World PvP]]''' - This is PvP that happens for no outher reason that one (or more) people see some one they dont like the look of or whats to be a dick and kill that player over there in fel
* '''[[Champ PvP]]''' - This is when PvP takes place over a champ, this can be one guild is working it and gets raided by a stronger guild after the weaker guild worked it to level 3 or 4 (some times even when the boss is up and redlined).
* '''[[House PvP]]''' - This is one player hides inside a house and attacks people outside the house, mostly seen about yew fel.
* '''[[Guild Wars]]''' - This is when two (or more) guilds hate each outher so much they will request UO to let them go to war, when at war there can be a time limit or kill limit or a war that goes on forever (or intill some one quits).
* '''[[Faction Wars]]''' - This is the oldest form of PvP in UO with a reason to do so. Factions can fight over towns, Holding a town lets them have vendors in that town and set the ammount rate of gold, check out [[factions]] on here for more info.

__NOTOC__ __NOEDITSECTION__

[[Ultima Online]] has 55 different '''skills''' which determine the capabilities of your [[character]]s. You can expend up to 700 points between these however you wish, though with each year of subscription you will gain an additional +5 towards your overall [[Skill Cap]] (the highest possible value being 720).

Each has skill has an individual cap of 100 points, though in some cases this can be extended by using [[Power Scrolls]]. It's also possible to boost the ''rate'' of your gains using a [[Scroll of Alacrity]], though these are a somewhat ineffective method when you consider their scarcity. A [[Scroll of Transcendence]], on the other hand, boosts your skill total directly.

The introduction of [[New Haven]] brought with it [[New Player Quests]] which offer tips towards training as well as accelerated skill gains.

A [[faction]]'s [[Finance Minister]] functions and abilities are as follows:

*The Finance Minister may view the city treasury, purchase faction shopkeepers, or set the town's taxation rate. The taxation rate can be set from 1/3 normal price to 3x normal price in increments of thirds.
*In a town that has a taxation rate other then 0 (normal price), the NPC vendor prices will reflect the increased or decreased prices. Increased or decreased prices affect all players, whether they are in a faction or not.
*In addition to setting the taxation rate of the [[NPC]] vendors, the Finance Minister is able to purchase additional NPC vendors for the town. These vendors include Horse Breeders (who sell [[War Horse]]s), [[reagent]] vendors, [[ore]] vendors, and [[lumber]] vendors. The NPC vendors will appear at the location where the vendor is purchased.
