The Chaos and Order banner set is a 12 year veteran reward. They can be claimed from the House Add-Ons sub menu.
Each is blessed and both are provided in a specially hued backpack called an Allegiance Pouch.
Unlike most house add-ons, they are provided as the finished item, not a deed to be placed. As such, any account can take full advantage of them.
