The City of the Dead is a location in the Lost Lands, found by following the road North from Delucia. It is basically a city of crypts. The area is filled with the Undead. To the immediate north of "CoD," as it is known, is an Orc for that is on many Shards occupied by Savages.
In Felucca, it is a Champion Spawn site.
