Dexter the Royal Mage can be found inside the Castle Britannia and gives out the Ranger of the Abyss Part 1: A Light in the Darkness quest.
Before his appointment to the post of Royal Mage, he was apprentice to Kronos and hasn't been seen since the catastrophic events in Moonglow (the Blackrock Detector).
