The Shroud of Tal'Keesh is a hooded robe (along the same lines as the Hooded Shroud of Shadows and the Hooded Robe of Umbra.
It was a reward for participation in a certain EM Event. There is an extremely limited number of them in-game. They are frightfully expensive and were subject to duping. Their use is basically a status symbol that says "I am extremely wealthy and wish to flaunt it."
