The tool dialogue, in the supplied screenshot, plainly states "...the success rate will be the value listed below..." "Success rate: 100%" This is obviously not a GM state but a definite success rate to enhance. It also states "Skill requirements still apply to material usage." which also clarifies that one is Not bumped to GM level for the enhancement. Also the statement "The next time you try to enhance a item..." denotes this is only for enhancing and not for crafting.
