The Yew Runic Fletcher's Tools were introduced with the Mondain's Legacy expansion. They can be acquired by completing any bowyer quest in Heartwood given by Jusae and Cillitha the bowcrafters or in Sanctuary given by Beotham the bowcrafter. There is an approximate 1 in 5,000 chance to receive a Yew tool in the Craftsman's Satchel.
