Lower Reagent Cost was added during the AoS expansion.
Commonly referred to as LRC in game, you can acheive a total of 100% and successfully cast magery and necromancer spells without any reagents. Chivalry will also not cost tithed points, but you will need at least the minimum amount of tithe for the spell.
Players and Vendor Malls have pre-configured suits, which are already at 100%. Different varieties include, mage armor, nightsight, and other bonuses like mana or hp regeneration.
The LRC value on any given item is usually within the range of 1-20%.
