This means that skills which normally require "grinding" large amounts of resources to train can be done relatively cheaply, as you can potentially gain off every single attempt through good timing.
  
Obviously it gets complicated if you gain more than 2.1 in skills under 80, as then you'd be dealing with minus numbers in the calculations above, so... say you got 2.5 in the 70's...
