Hit Lower Attack (HLA) is a property found on certain weapons and occasionally certain other items.
The HLA percentage represents a percentage chance that a successful hit will reduce, by a fixed amount, your opponent's chance to hit you back.
Your opponent wearing a certain amount of Hit Chance Increase over the maximum of 45% will effectively nullify your HLA hit, because all the HLA hit will do is reduce your opponent's HCI to the maximum (which is all that the game was counting anyway).
