The Most Knowledge Person is a Champion Spawn Artifact, specifically a Replica. Like other Replicas there is an "original" version of the item that was originally available from an EM Event. The item is a shroud and as such occupies the robe equipment slot.
The item's unusual name is typically considered a victim of poor translation to English from one of the Asian languages (the item being originally available from an EM event, specifically a trivia contest, on an Asian Shard).
