Here is what Flint's pungent brew is supposed to do:
Get the character drunk for a few seconds and cause a drunken aura. The drunken aura will get other creatures (or characters, if in Fel) drunk as well, if they are within melee range. Of course not sure what good a drunken paragon titan would do ya.
This item is received from the quest Thieves Be Afoot! given out by Quartermaster Flint, who is located in the underworld.
You must keep the bottle as it is the only container that can be filled from the Keg of Flint's Pungent Brew.
