Elixir of Metal Conversion is the reward of the quest Metal Head given by Thepem the Apprentice in Royal City Ter Mur. It can be used only once to convert 500 Iron Ingots to either 500 Dull Copper Ingots, 500 Shadow Iron Ingots, 500 Copper Ingots or 500 Bronze Ingots.
