Ghost of a Prisoner

This ghost can be found in Wrong dungeon on both facets. Finding him is part of the For Great Justice! quest. He will then send you on two quest in the chain: Thomas' Story and A Journal Delivery. He can be found on the first level of Wrong in the east jail cell block.
