The Oak Runic Fletcher's Tools were introduced with the Mondain's Legacy expansion. They can be acquired by completing bowyer related quests in Heartwood or Sanctuary. There is an approximately 1 in 500 chance to get a tool in the Craftsman's Satchel. The tool comes with 45 uses. Each item crafted will have 1 or 2 added/enhanced magic properties that range from 6% to 74% intensity.
