Sometimes refered to as the Ethereal Fortress, the Spectre Dungeon is located in Ilshenar. Ethereal Warriors spawn there, and there is a dungeon with various Undead underneath it. Other inhabitants include: Ghouls, Shades, Spectres, and Wraiths
It is located over water, and can be accessed only through a teleporter in a cave with spiders and Terathans. The closest moongate is the Shrine of Spirituality.
