These quests were the first to use a "quest engine" in UO, with a journal and instructions written in prose. Only one of these Classic Quests can be active at once. The journal for the Classic Quests is opened through the context menu of your character.
These quests were introduced to UO prior to the Lord Blackthorn's Revenge expansion via the in game event arc Plague of Despair.
